Механізм державного регулювання виробничо-ресурсного та експортного потенціалу Киргизької Республіки
Анотація
Дослідження присвячено аналізу механізму державного регулювання виробничо-ресурсного та експортного потенціалу Киргизької Республіки. Метою роботи було вдосконалення системи державного регулювання аграрного сектора для підвищення продовольчої безпеки країни. Проведений аналіз виявив стійке зростання виробництва основних видів сільськогосподарської продукції за період 2014-2024 рр.: зернових культур на 11,6 %, картоплі на 12,5 %, овочів на 18,2 %, м'яса на 24,5 % і молока на 17,1 %. Однак дослідження також засвідчило нерівномірність у рівнях самозабезпеченості за різними видами продукції: високі показники щодо картоплі (167,4 %), овочів (164,5 %) та молока (116,5 %) контрастують із низьким рівнем самозабезпеченості фруктами та ягодами (18,2 %), рослинною олією (44 %) та цукром (69 %). Аналіз наявних механізмів державного регулювання виявив наявність комплексної законодавчої бази, що включає Закон Киргизької Республіки № 320 “Про продовольчу безпеку” та “Програму продовольчої безпеки та харчування на 2019-2023 роки”, проте ефективність їхньої реалізації обмежується недостатнім фінансуванням та адміністративними бар'єрами. На основі проведеного аналізу було розроблено рекомендації щодо оптимізації механізму державного регулювання, що включають впровадження диференційованої системи субсидування, оптимізацію структури експорту та імпорту агропродукції, підвищення ефективності сільськогосподарського виробництва, розвиток переробки сільгосппродукції та вдосконалення системи контролю якості продуктів харчування. Запропоновані заходи включають створення бренду “Екологічно чисті продукти Киргизстану”, впровадження системи сертифікації Global G.A.P., створення мережі регіональних центрів агроконсалтингу, розвиток агропромислових парків і модернізацію лабораторій контролю якості. Реалізація цих заходів спрямована на подолання виявлених проблем і створення більш сприятливих умов для розвитку сільського господарства та забезпечення продовольчої безпеки Киргизької Республіки
