FINANCIAL SUPPORT FOR RURAL DEVELOPMENT: EUROPEAN EXPERIENCE

Abstract

The article contains the theoretical substantiation of key aspects of financial support for rural development, taking into account European experience. It has been established that comprehensive support for farming and rural development are priorities of the European Union's Common Agricultural Policy. EU rural development programs are designed to promote the transfer of knowledge and innovation in rural areas; increasing the competitiveness of all types of agricultural products; promotion of products in the market and risk management in agriculture; restoration, conservation and improvement of ecosystems related to agriculture and forestry; increase of resource efficiency; social inclusion, poverty reduction and economic development in rural areas. They are funded by the European Agricultural Fund for Rural Development. It is proved that in Ukraine financial support of rural development is carried out mainly at the expense of the State and local budgets. Given the structure of budget expenditures, it can be argued that the government focuses on state support for various areas of agrarian production (in 2018, livestock sectors). It has been established that in Ukraine, for rural development, which, besides economic, also aims at socio-cultural and ecological progress, does not provide for not only a separate fund of funds, but also proper financing from the state or local budgets. European experience suggests that the availability of funds with a special purpose – financing rural development, can accelerate the processes of economic, ecological, social and cultural uplift of rural areas
